Congress
Congress meets every two years. Delegates are elected by chapters in proportion to membership. Congress adopts the programme, amends the constitution, and elects the executive committee.
The executive committee
Between congresses the executive committee carries out the mandate congress has set. It cannot amend the programme. Its minutes are published within fourteen days of each meeting.
Internal voting
All internal votes are conducted electronically with published tallies. Members may request a paper ballot.
Membership rights
Every member may stand for internal election, propose motions to their chapter, and appeal a disciplinary decision to an independent panel.
