Sectoral bargaining, an enforceable right to organise, and the same floor of rights for platform and migrant workers.

The issue

Bargaining coverage has fallen across most member countries while the share of work mediated by platforms has grown. Rights that exist on paper are unenforceable for the workers most likely to need them.

Our position

Rights follow the work, not the contract type. Where a person works under direction, they are an employee for the purposes of labour law.

Proposed policies

  • Sectoral collective bargaining as the default, with extension mechanisms.
  • Presumption of employment for platform work, rebuttable only by the employer.
  • Equal treatment for migrant workers, with residence status decoupled from a single employer.
  • A labour inspectorate with the power to open proceedings on its own initiative.
